06-075  - Unreported unresolved signals

Under certain circumstances, error messages where not being issued for unresolved signals. The Signal Resource Allocator has been modified to correctly issue error messages when there are unresolved signals. An "AllocInp" file was previously provided to allocate the signals with conflicts.
