Both the Switch Compiler and the CASS / RT ATLAS compiler were modified for this release. Two notes regarding these changes:

1) If an attempt is made to allocate a TPS that was compiled (ATLAS) with 'this' release and the Switch / Ita Database was *not* rebuilt the Signal Resource Allocator will issue the FATAL error message "NO UUTPin <Integer>" This is a generic error message.

2) If an Ita (.LU) is built with 'this' release and the Switch Database had *not* been rebuilt the Ita Compile will issue the FATAL error message "Incompatible SwitchDB 1073:3".
