1.3.1 CEM Wizard speed improvement

There has been a significant improvement in the CEM Wizard speed, especially when large deviceDB files are structured by having many deviceDB sibling nodes (a shallow depth deviceDB) on relatively few levels. The speed improvement is significant at loading time or when common CEM functions are added or deleted.

The CEM Wizard speed for the other cases in which the device database files are structured by having the deviceDB nodes arranged on many levels, in a highly hierarchical architecture (a deep depth deviceDB) is not affected.

Migration of old paws projects where, "Link and Flow" options tab had "ATLAS objects link order" set to "Multiple Programs Sequenced Manually", to newer version (1.31.1) resulted in "Flow option" being set as "tree order" [this was invalid]. This has been rectified with this release.
